4-H is the University of Maryland's youth development program, and it is part of the national 4-H system. The program is available to youth in every community across the U.S There are three primary learning areas: science, healthy living, and citizenship. Lessons are planned and taught by 4-H staff and volunteers. Through participation in the program, youth learn project-related knowledge and develop skills for success in life.

Description AERS is a Maryland program based in local health departments which provides assistance to frail, aged, and disabled adults by conducting a comprehensive evaluation to identify public services available to help people remain in the community, or in their least restrictive environment, with as much independence as possible. Evaluations are conducted by a licensed registered nurse or social worker. Interpretation and translation services are available. Following an AERS evaluation, an individual may request case management services to assist them obtain services recommended in the plan of care. The AERS program may refer the individual to a case management provider or provide the services directly.

Referrals are accepted by telephone, fax, mail, or in person from potential clients, their relatives, staff from agencies, and any concerned individual. Referred clients or their representatives are contacted by AERS staff to schedule an evaluation in their home, or present location. Assessments are voluntary, free of charge, and confidential, in compliance with state and federal regulations. Referrals to other agencies are not made unless a consent form is signed. Description CASA of the Mid-Shore is a private, non-profit organization created to advocate for children who are under the protection of the circuit court because of abuse, neglect or abandonment. Court Appointed Special Advocates (CASAs) are officers of the court and, as such, are ordered to make assessments and recommendations to the judge regarding the best interest of the child to whom they are appointed. CASAs attempt to identify the specific needs of each child for the court, advocate for service provision to meet those needs, and assist in seeking a permanent resolution for each child’s life as quickly and safely as possible.

Court Appointed Special Advocates are adult volunteers from the community who are screened, trained, and supervised by professional staff members. When a CASA volunteer is appointed by a judge to a child’s case, he or she is responsible for taking the time to learn as much as possible about the child. CASA volunteers search for information that might be helpful to the court by talking with parents, teachers, relatives, physicians, therapists, attorneys, social workers, and others. They work closely with all agencies involved with each child. Most importantly, the CASAs get to know the child, and frequently become one of the most consistent adults in the child’s life. Then, the CASAs provide a written report to the court with recommendations as to what is in each child’s best interest.

Families with young children can use an activity backpack to facilitate museum exploration. Designed for children 3-6 years old, activities in the backpacks include games, puzzles, and props to encourage play and hands-on exploration within several of the museum’s exhibits, including the 1879 Hooper Strait Lighthouse. The backpacks can be reserved at CBMM’s Welcome Center during a visit, and are offered free with the museum’s general two-day admission.

Description The Developmental Disabilities Program/Resource Coordination is the local link to the Developmental Disabilities Administration. Description The jurisdiction of the court includes all landlord-tenant cases, replevin actions, motor vehicle violations, misdemeanors and certain felonies. In civil cases the District Court has exclusive jurisdiction in claims for $5,000 or less, and concurrent jurisdiction with the circuit courts in claims for amounts above $5,000 but less than $30,000. The jurisdiction of the District Court is concurrent with that of the circuit court in criminal cases, classified as misdemeanors and certain felonies, in which the penalty may be confinement for 3 years or more or a fine of $2,500 or more. Description The Sheriff's Office is the lead agency in Talbot County for the service of Domestic Violence Petitions, Emergency Evaluation Petitions, Peace Orders and related process.

This is one of the largest areas of growth in the Sheriff's Office, and due to strengthening of Domestic Violence Laws and increased awareness over the past several years, this has strained the resources of the Sheriff's Office. Still deputies in the Sheriff's Office perform welfare checks on victims, arresting those abusers found in violation of court orders.

Deputies assigned to this unit also serve Emergency Evaluation Petitions for people who are considered a danger to themselves or the community.

Domestic Violence Petitions and Protective Orders are computerized for tracking. This enables violators to be served and orders to be enforced all over the .

All victims who bring orders to the Sheriff's Office are interviewed and their situation assessed. A professional staff is able to refer victims to the proper agencies that can assist them in meeting their needs.

The Gratitude House's programming was designed by a Master’s prepared Registered Nurse by combining the latest in substance-abuse recovery research and evidence-based practice. We have implemented an innovative and successful family-oriented program never before seen in the Mid-Shore region.

- The Gratitude House is for adults ages 18-64.
- Residents must be addicts that have a desire to remain clean from all mood and mind altering substances.
- Residents must no longer be in danger of going through withdrawal symptoms (preferably having completed treatment or detox).
- Residents must agree to attending 12 step meetings, getting a sponsor, using the sponsor, and working the 12 steps.
- Residents must be willing and able to hold a job for at least 30 hours per week.
- Residents must submit to drug and alcohol testing at will.
- Residents may not be on medications with potential for abuse.
- No violent, sexual, or arson based felony convictions.
- Residents must commit to identifying goals and working to achieve them.
- Residents must want to live in a structured living environment where accountability between both managers and other house members is required.

The residential fee is between $100- $150 a week depending on location. This includes everything except your food, toiletries, and clothing (although we will help you obtain those things as well!). A minimum of $300 is due before move-in. We accept local county funding and work with many other funding sources to help you get started in your stay.

Description To help combat the increasing problem of hunger in the community, this group of nine local faith congregations decided to expand on the winter Wednesday soup kitchen that was already running at Asbury United Methodist Church. We began making and delivering lunches throughout the year to people in Easton. During four winter months, Asbury provides soup and bread, with other congregations helping with desserts and fruit. On the rest of the year, each congregation acts independently on the assigned week and members of Asbury participate weekly with each group. Approximately 95-100 people, who are referred by the county Health Department and faith groups, receive lunches every Wednesday.

So, you’re probably wondering: Why is it called a 529 Plan?
A 529 plan is a tax-advantaged savings plan designed to encourage saving for the future higher education expenses of a beneficiary. This beneficiary is typically one's child or grandchild, but there does not need to be a family relationship. The plans are named after Section 529 of the Internal Revenue Code.

There are two different types of 529 plans: investment plans and prepaid tuition plans.

How do the plans differ?

Investment plans allow you to invest in a variety of investment options (or portfolios) which typically include varying combinations of mutual funds. You can decide how much you want to invest or contribute, how often, and in what type of portfolio. Savings in this type of 529 plan can be used for a variety of education expenses including tuition, fees, room and board, course-specific fees, books and other supplies.

Prepaid tuition plans are 529 plans that allow for the pre-purchase of tuition based on a current price. One of the main benefits of 529 prepaid tuition plans is that they allow you to hedge against future tuition increases. These accounts are primarily designed to be used towards tuition and mandatory fees. In Maryland, the Prepaid College Trust is generally designed to cover tuition and mandatory fees at a Maryland public college, but accounts can also be applied towards private or out of state colleges. However, other states may a have different structure for their prepaid tuition plans.

Saving with a 529 plan has a number of benefits:
- It’s affordable. Initial investment options can fit most family budgets.
- It’s flexible. With an investment plan it’s up to you how often and how much to invest within the broad limits of the plan. A prepaid tuition plan offers a variety of tuition plans and payment options to help you participate within your budget.
- It offers tax benefits on the State and federal level.
- Beneficiaries are still eligible for financial aid.
- You can use it at nearly any college nationwide.

The availability of tax or other benefits may be conditioned on meeting certain requirements such as residency, purpose for or timing of distributions, or other factors as applicable.

Saving for college with a Maryland 529 plan doesn’t mean your child has to attend college in the state of Maryland.

- You can use a 529 investment plan or prepaid tuition plan at almost any accredited college around the country: public or private, two-year or four-year. You can even use a 529 plan at colleges located outside of the U.S. provided they are either part of an affiliated U.S. based college or have received U.S. accreditation.
- 529 investment plan savings can even be used towards eligible trade and technical schools.

Description The Maryland Food Bank – Eastern Shore Branch distributes food to eight counties: Caroline, Dorchester, Kent, Queen Anne’s, Somerset, Talbot, Wicomico, and Worcester.

In December 1980, the Maryland Food Bank opened a branch in Salisbury in order to better serve the rural populations of the Eastern Shore. In its first year, the branch distributed about 33,000 meals. In FY 2016, the branch distributed more than 4.9 million meals to food-insecure Marylanders.

Since its launch, the Maryland Food Bank – Eastern Shore Branch has grown its distribution significantly. In the last few years, the branch has expanded the Maryland Food Bank’s School Pantry Program, which distributes food to children and families in need throughout the school year to 18 pantries. The Maryland Food Bank – Eastern Shore Branch currently provides food to more than 252 distribution and community-based partners in the region.

Description Meals on Wheels is a national non-profit volunteer community service providing nutritional home-delivered meals, at cost, to qualified home bound seniors 60 years of age or older. Meals are also provided to disabled individuals unable to prepare or obtain adequate meals.

All meals are offered at a nominal cost during a period of need. This service is offered to qualified persons (disabled and seniors) who may benefit from it, regardless of income.

Meals are prepared and packaged at cost and delivered by volunteers three days a week: on Mondays, Wednesdays, and Fridays to the individual’s home.

Description The Medical Assistance Personal Care Program helps individuals who have a chronic illness, medical condition, or disability remain in their homes. Services provided assist individuals with basic domestic activities of daily living. The program has been renamed to allow for the different levels of services provided:
- Community Options Waiver
- Community First Choice (CFC)
- Community Personal Assistance Services (CPAS)

These three programs work hand-in-hand to provide community services and supports. They empower older adults and people with disabilities to live in the community.

Referrals can be accepted at Talbot County Health Department by telephone, fax, mail, or in person. A licensed registered nurse will complete an evaluation for services in the client’s home or place of residence. Medical information from the client’s medical provider is required.

Description Talbot County Health Department contracts with Delmarva Community Services/DCT to transport eligible ambulatory and wheelchair clients to their medical appointments. This program is NOT for emergency medical transportation services, nor does it cover transportation for other services than medical appointments. The medical service for which the transportation is provided must also be covered by the Maryland Medicaid Program. This program provides a non­emergency medical transportation source for Talbot County Medicaid recipients who have no other means of transportation. Riders must have an active medical assistance number.

Description FRESH START is a nonprofit Transitional Supportive Housing program for people recovering from substance abuse addiction. Our goal is to provide (beginning in the summer of 2009), in the mid-shore area, a stable housing environment complemented by aggressive case management to assist the residents in achieving sobriety, independence and self-sufficiency with enhanced possibilities for future success.

Individuals in the early stage of substance abuse recovery often encounter multiple problems which may impede their efforts to remain clean and sober. In addition to the addiction itself, there are often housing, employment, legal, and family problems.

Support in areas such as housing, jobs, and appropriate emotional and social skills contributes to a greater likelihood that the recovering individual will remain clean and sober over the long term. The Fresh Start Program provides the Mid-shore area with a transitional supportive housing program for persons who have completed a drug and/or alcohol treatment program.

Pro Bono Lawyer Program:
This is Mid-Shore Pro Bono’s core program. MSPB provided over 6188 hours of service through private attorney involvement last year. That is over $1.8 Million dollars of legal services to our community.

Judicare Family Law Project:
Handling contested custody cases are the most complex and time consuming. MSPB can pay attorneys a reduced fee to handle these tough cases.

Foreclosure Prevention Pro Bono Project:
Homeowners on the Shore have a place to turn if they are facing foreclosure. A reduced fee is available to attorneys willing to represent our clients in Foreclosure Mediation.

Legal Services Clinic:
MSPB holds weekly Civil Legal Services Clinics to address the need for general legal services for our residents. This is the only resource available in a clinic setting and available in all 5 counties we serve. Talbot County: District Court House - Easton, MD on Fridays from 1-3 p.m. Call 410-690-8128 for an appointment.

The Debtor Assistance Project:
The Debtor's Assistance Project provides debtors with an opportunity to meet with a bankruptcy attorney for a cost-free half-hour consultation. Clinics are held monthly in Easton.

Collaborative Practice Reduced Fee Project:
Collaborative Law uses an Alternate Dispute Resolution (ADR) method to resolve domestic issues using an out of court settlement process.

Community Conferencing Project:
Community Conferencing is an Alternate Dispute Resolution process focused on keeping our region’s youth out of the juvenile justice system.

Women’s Family Law Project:
Provides additional support for female clients seeking legal assistance with family law disputes. The project has a multilayered approach to assist women at every stage of the legal process which includes mentoring and financial assistance.

Elder Law Project:
Mid-Shore Pro Bono recognizes that a growing proportion of the Eastern Shore residents are seniors. To better serve these individuals, we have launched a new program to reach this special class of people.

Description The Talbot County Senior Care Program is funded by the Maryland Department of Aging and supplemented with County funding. It is administered by the Talbot County Health Department in partnership with Upper Shore Aging and the Department of Social Services.

The Senior Care program provides case management and funds for services for people 65 or older who may be at risk of nursing home placement. Senior Care allows seniors to live with dignity and in the comfort of their own homes and at a lower cost than nursing facility care. Senior Care provides a comprehensive assessment of an individual's needs, a case manager to secure and coordinate services, and a pool of gapfilling funds to purchase services for individuals who meet program eligibility requirements. Our smoking cessation program is FREE to Talbot County residents, regardless of income or insurance. Cessation medications, including Chantix, bupropion, nicotine patches, gum, and lozenges are offered FREE to those with consent from a physician. Description The mission of the Talbot County Addictions Program (TCAP) is to provide the finest quality, most caring and complete recovery services to adults and families. We aspire to improve the quality of life for our clients and our community by reducing problems associated with drugs and alcohol.

The Talbot County Addictions Program (TCAP) provides care coordination services and peer recovery support to adults and their families who are experiencing problems with alcohol and/or other drugs. Narcan is a drug that reverses an overdose caused by the use of Opioids, including prescription medications and heroin. Talbot County Health Department (TCHD) provides training for individuals and organizations who are interested in administering this lifesaving drug. TCHD provides trainings the first Tuesday of every month at 5:30PM at the Health Department building at 100 S. Hanson St. in Easton. You will receive the nasal form of Narcan after the training. Description The Talbot County Infants & Toddlers Program provides early intervention services, at no cost to the families, for eligible children ages birth to three years and their families. (If a child is receiving services prior to their third birthday, there is a provision to remain on an extended plan until pre-K age). Children qualify based on one of the following: a 25% or greater developmental delay in one or more areas of development, a diagnosed condition with high probability of delay or atypical development n one or more areas of development. Examples of children served include: premature babies, children with language or motor delays or those diagnosed with autism spectrum disorders.

The Talbot County I&T Program, in accordance with state and federal requirements, is an interagency program. The three local participating public agencies are the Public Schools (lead agency), Departments of Social Services and Health Department.

Services are voluntary, so families may choose to use some or all of the services offered. Services are provided in homes, child care settings or other community settings where the child and family naturally spend time.

Talbot County Teen Court

Description Talbot County Teen Court was started in 1999. It is a voluntary diversion program run by teens for teens. Respondents must be between the ages of 13-17, first time offenders, Talbot County residents, and admit their guilt.

In Teen Court, volunteers perform the roles of the prosecuting and defense attorneys, bailiff, clerk, Judge, and jury. Cases are referred to Teen Court by local law enforcement agencies, school systems, and the Maryland Department of Juvenile Services.

Depending on the severity of the offense, Talbot County Teen Court employs minimum and maximum ranges of sanctions. Respondents all receive between 8-60 hours of community service and 1-4 jury duties, but the jury may also mandate that the youth attend educational programs, write an apology letter, or compose an essay about the incident.

Respondents have 60 days to complete their sanctions. If the youth fails to complete the assigned sanctions, his case is referred to the Department of Juvenile Services, where a petition may be filed for formal action.

Description With 112 licensed beds, and a 20-bed acute inpatient rehabilitation center, University of Maryland Shore Medical Center at Easton serves primarily Caroline, Dorchester, Queen Anne’s and Talbot counties; its secondary service area includes Kent County. Its Emergency Department serves as many as 40,000 patients a year.

Inpatient services span a broad range of primary and secondary inpatient acute care services, including acute and outpatient rehabilitation; medical and surgical; neurosurgical, obstetrical/gynecological; pediatrics; oncology; renal; neuroscience; and critical care.

UM Shore Medical Center at Easton is designated as a primary stroke center from the Maryland Institute for Emergency Medical Services System (MIEMSS) and has earned the Gold Plus Award from the American Heart Association (AHA) and American Stroke Association (ASA).

The Requard Center for Acute Rehabilitation at UM Shore Medical Center at Easton is a 20-bed “hospital within a hospital.” Requard staff members provide acute nursing care, medical supervision by specially trained physicians, and a comprehensive program of physical, occupational and speech therapy for adults recovering from injuries, surgery and illnesses.

UM Shore Medical Center at Easton also provides a full array of diagnostic and therapeutic inpatient and outpatient services, including comprehensive imaging services, laboratory testing, same-day surgery, and neurological, and cardiovascular and pulmonary diagnostic testing and treatment. Its Cardiovascular and Pulmonary Rehabilitation Services, offering Phases II and III of cardiac and pulmonary rehab, are accredited by the American Association of Cardiovascular and Pulmonary Rehabilitation.

Diagnostic imaging services include the most advanced technology available using digital mammography, computed tomography (CT), positron emission tomography (PET), magnetic resonance imaging (MRI), nuclear medicine and interventional radiology.

The Edward B. and Mildred H. Freeman Outpatient Center at UM Shore Medical Center at Easton, located at the hospital’s entrance for outpatient and surgical services, is the headquarters for the Shore Comprehensive Pain Care clinic and the infusion center. UM Shore Medical Center at Easton is also home to the Center for Cardio-Pulmonary Fitness and Wellness, the Joint Replacement Center, the Regional Sleep Disorders Center, the Wound Healing Center, the University of Maryland Diabetes and Endocrinology Center, the Kidney Transplant Clinic and the Dialysis Vascular Access Clinic.

Description Serving Caroline, Talbot, and Dorchester Counties - WIC is a nutrition and supplemental food program for Women, Infants, and Children. To be eligible a woman has to be pregnant, breastfeeding an infant under one year, or has to have delivered within the past 6 months. Infants are eligible from birth to one year of age, and children are eligible from one year to 5 years of age, as long as, they are also income eligible, live in the service area and are considered to be a nutritional risk as determined by the program guidelines.
