Description Maryland 4-H is the University of Maryland's youth development program and is part of the national 4-H system. All states across the U.S. offer 4-H educational programs. All youth of ages 5 through 18 as of January 1 of the current year are welcome to participate in 4-H programs.

4-H offers a variety of project areas for youth to explore. Talbot 4-H supports three National Mission Mandates featuring projects in areas of science, healthy living, and civic engagement. Talbot 4-H faculty, staff, and volunteers plan and lead learning activities related to 4-H projects.

4-H teaches youth through hands-on “learn by doing” activities that encourage children and teens to experiment, innovate, and think independently. Youth use their HEADS to learn and develop life skills, their HEARTS to support and encourage others in their 4-H clubs, their HANDS to carry out a wide variety of community service projects, and their HEALTH to improve the quality of life for themselves and others.

Through participation in the program, youth learn project-related knowledge and develop skills for success in life. The Hendricks Life Skills Wheel shown above contains examples of life skills associated with each H: Head, Heart, Hands, and Health.

Description A 400 acre preserve and educational center dedicated to promoting the appreciation and conservation of the region's native plants. Located 15 miles north east of Easton in Ridgely.

Through its educational programs and science-based approach to land stewardship, the Arboretum promotes appreciation and conservation of native plants to more than 18,000 visitors annually. The Arboretum strives to reach a broad audience—children, families, nature lovers, gardeners, hikers, bikers, as well as professional land planners,natural resource managers and horticulturists—through guided walks, lectures, demonstrations, children's programs, plant sales, art exhibitions, and seasonal community events.

Admission is $5 for adults, $2 for students 6-18, and free for children 5 and under. Admission is free for Adkins Arboretum members.
Adkins Arboretum is the only arboretum or public garden that focuses solely on plants native to the Mid-Atlantic coastal plain. Because of its location on the Delmarva Peninsula, at the junction of the piedmont and the coastal plain where northern and southern plant life overlap, it includes diverse habitats that support more than 600 species of native shrubs, trees, wildflowers, grasses, and ferns. By walking the Arboretum grounds, visitors can experience native plants in a natural setting, as well as in ecological restoration projects and in cultivated gardens. The Arboretum is a model for land stewardship, playing an important role in protecting the health of the Chesapeake Bay by preserving and restoring the native flora of the region.

Description AERS is a Maryland program based in local health departments which provides assistance to frail, aged, and disabled adults by conducting a comprehensive evaluation to identify public services available to help people remain in the community, or in their least restrictive environment, with as much independence as possible. Evaluations are conducted by a licensed registered nurse or social worker. Interpretation and translation services are available. Following an AERS evaluation, an individual may request case management services to assist them obtain services recommended in the plan of care. The AERS program may refer the individual to a case management provider or provide the services directly.

Referrals are accepted by telephone, fax, mail, or in person from potential clients, their relatives, staff from agencies, and any concerned individual. Referred clients or their representatives are contacted by AERS staff to schedule an evaluation in their home, or present location. Assessments are voluntary, free of charge, and confidential, in compliance with state and federal regulations. Referrals to other agencies are not made unless a consent form is signed. · A referral to AERS should be considered whenever frail individuals, or their caregivers, need information and assistance in accessing community services such as Senior Care, medication assistance, Assisted Living, In-Home Aid services, and other public support programs.

· Individuals already in a nursing facility and on medical assistance, who are seeking assistance in obtaining services to return to the community, should contact AERS for information about the Community Options Waiver or Community First Choice services.

· An AERS evaluation is required when individuals have a positive history of mental illness, developmental disability, or both, and are seeking nursing home placement.

· An evaluation is also required for individuals age 65 and older who are referred for admission to a state psychiatric facility.

The Benedictine School is a non-graded, twelve-month residential and day school for males and females, ages 5-21, grades K-12 with mild-severe intellectual disabilities, multiple disabilities, and autism.

Behavioral characteristics of students appropriate for admission may include those with limited or no communication skills, impulsivity, short attention span, poor judgment, resistance to change, difficulty making transitions, difficulty developing and maintaining relationships, repetitive behaviors, and obsessive insistence on sameness of routine. Also appropriate are prospective students with limited adaptive behaviors in some, or all of the following areas: functional academics, self-care, social skills, home living, health and safety, self-direction, vocational and employment needs.

Referrals may be made by Boards of Education, Departments of Social Services, other human service agencies, private professionals or parents.

While each student is reviewed and evaluated on an individual basis, the following programming needs are not available at the Benedictine School: substance abuse treatment, the deaf/blind; severe sex offenders; fire starters or those requiring a secure facility.

The Benedictine Open Community/Adult Services Program supports persons ages 21 and over with developmental disabilities. Description CASA of the Mid-Shore is a private, non-profit organization created to advocate for children who are under the protection of the circuit court because of abuse, neglect or abandonment. Court Appointed Special Advocates (CASAs) are officers of the court and, as such, are ordered to make assessments and recommendations to the judge regarding the best interest of the child to whom they are appointed. CASAs attempt to identify the specific needs of each child for the court, advocate for service provision to meet those needs, and assist in seeking a permanent resolution for each child’s life as quickly and safely as possible.

Court Appointed Special Advocates are adult volunteers from the community who are screened, trained, and supervised by professional staff members. When a CASA volunteer is appointed by a judge to a child’s case, he or she is responsible for taking the time to learn as much as possible about the child. CASA volunteers search for information that might be helpful to the court by talking with parents, teachers, relatives, physicians, therapists, attorneys, social workers, and others. They work closely with all agencies involved with each child. Most importantly, the CASAs get to know the child, and frequently become one of the most consistent adults in the child’s life. Then, the CASAs provide a written report to the court with recommendations as to what is in each child’s best interest.

Description Established in 1965, the Chesapeake Bay Maritime Museum in St. Michaels, Maryland, is a world-class maritime museum dedicated to preserving and exploring the history, environment and people of the entire Chesapeake Bay, with the values of relevancy, authenticity, and stewardship guiding its mission.

CBMM is a fully accredited member of the American Association for Museums, offering interactive exhibitions, tours and scenic boat rides, demonstrations, boat rides on the Miles River, hands-on education programs for children and adults, and annual festivals that celebrate the Chesapeake Bay culture, boats, seafood, history, and people.

Families with young children can use an activity backpack to facilitate museum exploration. Designed for children 3-6 years old, activities in the backpacks include games, puzzles, and props to encourage play and hands-on exploration within several of the museum’s exhibits, including the 1879 Hooper Strait Lighthouse. The backpacks can be reserved at CBMM’s Welcome Center during a visit, and are offered free with the museum’s general two-day admission.

Chesapeake Center provides Vocational Training through on the job training so employees with disabilities can earn a paycheck for work performed. Some of the participants that attend daily are transported in vans owned by the Center, traveling from Talbot, Caroline, Queen Anne’s and Dorchester counties. Many vocational consumers live in residences owned and operated by Chesapeake Center. Living with 3 to 8 other adults, Group Home residents learn how to take care of themselves and their house. For those who master household skills and can safely live alone, Chesapeake Center offers drop-in Support Services by trained staff.

As a not for profit agency, Chesapeake Center is reimbursed for many of its community-based services by the Maryland Department of Health and Hygiene’s Developmental Disabilities Administration. Eligibility is determined by DDA by contacting the Resource Coordinator from the County Health Department where the applicant resides.

Chesapeake College Child Care Exchange provides comprehensive child care training services including certification classes, on-site training, training that meets MSDE’s licensing requirements, and technical assistance on child focused issues. All child care courses are offered through the Chesapeake College Division of Continuing Education and Workforce Training.

Project Right Steps
A free service that addresses the needs of child care providers and parents that are dealing with children (0-5) with challenging behaviors. Project Right Steps is designed to support changes in the child’s behavior through the specialist’s work with both the child care provider and the family. Specialists offer services including observation, assessment, and consultation. They suggest strategies to assist the provider(s) and parents in addressing the child’s challenging behaviors.

Child Care Career and Professional Development Fund
The Child Care Career and Professional Development Fund (CCPDF) scholarship is given to credentialed providers based upon an application and approval by the Maryland State Department of Education. Funds for the CCCPDF fund come from the Federal Workforce fund. The scholarship pays for tuition, books, and fees for participants in the AAS or AAT degrees in Early Child Development and Education. There is a work service agreement that the provider will continue to work in child care while earning the degree and will work after graduation for two years in child care for the AAS or AAT Associate degree earned. A GPA of 2.5 must be maintained

Description Child Protective Services (CPS) is a specific social service provided by DHS to assist children believed to be neglected or abused by parents or other adults having permanent or temporary care or custody, or parental responsibility. The program also offers service to household or family members who may require intervention to decrease the risk of any continuing physical, sexual or mental abuse or neglect. The first priority of CPS is to safely maintain a child in their home and to protect the child from further harm and maltreatment. Where the caretaker is willing and able, through the provision of services or other assistance, to work toward maintaining safety for the child, no alternative placement is needed. Remaining safely at home or with family is always preferable to placement in foster care.

Description Within the CCHS mission of providing quality health care for all, the CCHS Oral Health Program desires to assure appropriate oral health care for all.

Historically, because of limited capacity and high demand for services the dental program prioritizes access to care for residents of the Mid-Shore: who are covered by Medical Assistance or are without insurance; are under 20 years old; women who are pregnant; and patients with medical conditions referred by their primary care physician for whom dental care is critical to the management of their health condition. The program is also available to individuals experiencing acute dental problems such as severe pain, fever, swelling, or recent injury. Access to emergency care is provided on a walk-in, open access basis.

Description A modern, "state of the art" facility, the Talbot County Detention Center opened in July 1992 with a capacity for 148 inmates. 

Situated on 1.5 acres across from the Talbot County District Court, the facility is a 3-story split-level building constructed primarily of brick. Description The Sheriff's Office is the lead agency in Talbot County for the service of Domestic Violence Petitions, Emergency Evaluation Petitions, Peace Orders and related process.

This is one of the largest areas of growth in the Sheriff's Office, and due to strengthening of Domestic Violence Laws and increased awareness over the past several years, this has strained the resources of the Sheriff's Office. Still deputies in the Sheriff's Office perform welfare checks on victims, arresting those abusers found in violation of court orders.

Deputies assigned to this unit also serve Emergency Evaluation Petitions for people who are considered a danger to themselves or the community.

Domestic Violence Petitions and Protective Orders are computerized for tracking. This enables violators to be served and orders to be enforced all over the .

All victims who bring orders to the Sheriff's Office are interviewed and their situation assessed. A professional staff is able to refer victims to the proper agencies that can assist them in meeting their needs.

A satellite program on Tilghman Island operates out of the Tilghman United Methodist Church. Description The Supplemental Nutrition Assistance Program (SNAP), called the Food Supplement Program (FSP) in Maryland, formerly known as Food Stamps, helps low-income households buy the food they need for good health. Everyone has the right to apply for FSP.

Assists low-income households to have a more nutritious diet by increasing their purchasing power.
- A household is defined as a group of people who live together, buy food and prepare their meals together.
- Everyone in the household MUST be included on the application.
- A household consists of parents and any children, married or unmarried under the age of 22, and any children they may have residing in the home.
- Adult children (22 or older) can be a separate household if they purchase and prepare their meals separately. The adult child would need to file a separate application.
- There can be several different household units in the same family, in the same home.

For example: A 3 generational home can have 3 separate households if all the generations are purchasing and preparing their food separately.
Monthly benefits depend on:

- number of people in the household
- amount of GROSS household income
- certain allowable expenses

Please Note: GROSS income is before taxes or anything else is taken out
Food Supplement is only part of the household’s monthly food budget! Households must spend some of their own cash along with their Food Supplement benefits in order to buy enough food for the whole month.

Applicants must file an application, be interviewed, and meet all financial and technical eligibility factors prior to issuance of FSP benefits. Some people who have little or no money may qualify for Expedited Food Supplement benefits right away. They must have only an interview and verify identity.

Description The Gratitude House is owned and operated by Realslow Recovery, LLC, a 501(c)3 non-profit with the mission to provide safe, affordable, and supportive housing for all people to live and grow in recovery from substance abuse. We provide recovery housing for men and women in a caring, family-oriented environment located in beautiful downtown Easton, Maryland.

The Gratitude House is an M-SARR and M-CORR certified recovery residence with the capacity for 10 men. By combining the latest in substance-abuse recovery research and evidence-based practice an innovative and successful program never before seen in the mid-shore region was implemented. The Gratitude House has been so successful at providing men with the structure and support needed to achieve recovery the house has had record low turnover and maintains a 96% capacity rate.

After almost a year of providing the means for men on the mid-shore region to recover and become responsible, productive members of society it was clear the organization needed to grow. Men aren’t the only ones in need- women need a Gratitude House, too. The ‘formula’ for success of The Gratitude House for Men is multi-faceted and was translated into The Gratitude House for Women exactly one year later. We are within walking distance to 12 step meetings seven days a week as well as multiple job opportunities and community resources. Our men’s house is fully wheelchair and handicapped accessible.

Requirements
- The Gratitude House is for adults ages 18-64.
- Residents must be addicts that have a desire to remain clean from all mood and mind altering substances.
- Residents must no longer be in danger of going through withdrawal symptoms (preferably having completed treatment or detox).
- Residents must agree to attending 12 step meetings, getting a sponsor, using the sponsor, and working the 12 steps.
- Residents must be willing and able to hold a job for at least 30 hours per week.
- Residents must submit to drug and alcohol testing at will.
- Residents may not be on medications with potential for abuse.
- No violent, sexual, or arson based felony convictions.
- Residents must commit to identifying goals and working to achieve them.
- Residents must want to live in a structured living environment where accountability between both managers and other house members is required.

The residential fee is between $100- $150 a week depending on location. This includes everything except your food, toiletries, and clothing (although we will help you obtain those things as well!). A minimum of $300 is due before move-in. We accept local county funding and work with many other funding sources to help you get started in your stay.

Description To help combat the increasing problem of hunger in the community, this group of nine local faith congregations decided to expand on the winter Wednesday soup kitchen that was already running at Asbury United Methodist Church. We began making and delivering lunches throughout the year to people in Easton. During four winter months, Asbury provides soup and bread, with other congregations helping with desserts and fruit. On the rest of the year, each congregation acts independently on the assigned week and members of Asbury participate weekly with each group.

So, you’re probably wondering: Why is it called a 529 Plan?
A 529 plan is a tax-advantaged savings plan designed to encourage saving for the future higher education expenses of a beneficiary. This beneficiary is typically one's child or grandchild, but there does not need to be a family relationship. The plans are named after Section 529 of the Internal Revenue Code.

There are two different types of 529 plans: investment plans and prepaid tuition plans.

How do the plans differ?

Investment plans allow you to invest in a variety of investment options (or portfolios) which typically include varying combinations of mutual funds. You can decide how much you want to invest or contribute, how often, and in what type of portfolio. Savings in this type of 529 plan can be used for a variety of education expenses including tuition, fees, room and board, course-specific fees, books and other supplies.

Prepaid tuition plans are 529 plans that allow for the pre-purchase of tuition based on a current price. One of the main benefits of 529 prepaid tuition plans is that they allow you to hedge against future tuition increases. These accounts are primarily designed to be used towards tuition and mandatory fees. In Maryland, the Prepaid College Trust is generally designed to cover tuition and mandatory fees at a Maryland public college, but accounts can also be applied towards private or out of state colleges. However, other states may a have different structure for their prepaid tuition plans.

Saving with a 529 plan has a number of benefits:
- It’s affordable. Initial investment options can fit most family budgets.
- It’s flexible. With an investment plan it’s up to you how often and how much to invest within the broad limits of the plan. A prepaid tuition plan offers a variety of tuition plans and payment options to help you participate within your budget.
- It offers tax benefits on the State and federal level.
- Beneficiaries are still eligible for financial aid.
- You can use it at nearly any college nationwide.

The availability of tax or other benefits may be conditioned on meeting certain requirements such as residency, purpose for or timing of distributions, or other factors as applicable.

Saving for college with a Maryland 529 plan doesn’t mean your child has to attend college in the state of Maryland.

- You can use a 529 investment plan or prepaid tuition plan at almost any accredited college around the country: public or private, two-year or four-year. You can even use a 529 plan at colleges located outside of the U.S. provided they are either part of an affiliated U.S. based college or have received U.S. accreditation.
- 529 investment plan savings can even be used towards eligible trade and technical schools.

Description Maryland Access Point (MAP), part of Upper Shore Aging, provides a link for caregivers, seniors, and disabled persons with resources in the community of Caroline, Kent, and Talbot counties.

Description The Maryland Children’s Health Program (MCHP) gives full health insurance benefits for children up to age 19. There is information and assistance with applying for health insurance on the Maryland Health connection website for those individuals seeking health insurance and are not Medicare recipients. Computers available to the public for those needing access to the web-based enrollment system. MCHP enrollees obtain care from a variety of Managed Care Organizations (MCOs) through the Maryland HealthChoice Program.

Those eligible for MCHP are uninsured children under age 19, whose household modified adjusted gross income (MAGI) is at or below 211% of the federal poverty level (FPL) for their family size. In 2020, this was about $4,608/month for a family of four).

Uninsured children under age 19 may qualify for MCHP Premium if their household income is above the MCHP income guidelines​ but is at or below 322% of the federal poverty level for their family size. In 2020, this was about $7,032 for a family of four. MCHP Premium requires a small monthly premium per family. Effective 2020, the premium is either $57 or $71, depending on your household income.

Description MSCFV is a comprehensive domestic violence program which provides support and the following services to victims in crisis and through their transition to self-sufficiency and independence: Crisis shelter, 24-hour hotline, individual counseling, advocacy, legal advocacy and accompaniment to court proceedings, attorneys to represent victims in Final Protective Order hearings and divorce and custody cases, Transitional Program (including a Transitional House), therapeutic mental health counseling, crisis response and emergency food and clothing and all services are provided in Spanish through a Bilingual Advocate. MSCFV also provides an Abuser Intervention Program in each county.

Description The Talbot County Senior Care Program is funded by the Maryland Department of Aging and supplemented with County funding. It is administered by the Talbot County Health Department in partnership with Upper Shore Aging and the Department of Social Services.

The Senior Care program provides case management and funds for services for people 65 or older who may be at risk of nursing home placement. Senior Care allows seniors to live with dignity and in the comfort of their own homes and at a lower cost than nursing facility care. Senior Care provides a comprehensive assessment of an individual's needs, a case manager to secure and coordinate services, and a pool of gapfilling funds to purchase services for individuals who meet program eligibility requirements. Services may include personal care, chore service, medications, medical supplies, adult day care, respite care, home delivered meals, transportation, and emergency response systems.

Description SHORE UP!’s Early Head Start program focuses on children ages six weeks to three years. Development, social and educational, are our primary focus, which enhances the families’ ability to also focus on goals and self-sufficiency. The Home Base program provides the same services as our Early Head Start program center-based operation. Qualified family advocates perform weekly 90-minute home visits with parents to engage them and their children. Bi-weekly socialization allows parents to build their understanding of parenting and community engagement. Additional training support is provided in health, nutritious meals, breastfeeding, school readiness, and shared community resources.

The Head Start program is a comprehensive family development program for three and four year olds from families that meet federally established income guidelines. The primary goal of our Head Start is to prepare children for successful public school participation while providing them with a means of meting their developmental and nutritional needs. Parents of Head Start children are involved in all aspects of Head Start Program planning, development, and management.

Children in all programs are screened within the first 45 days of entry for health and developmental delays. (Approximately 10% of the children served are diagnosed with disabilities). The programs partner with families to find effective methods to deal with issues such as single parenting, illiteracy, homelessness, substance abuse, child abuse & neglect, domestic violence, and community violence. Early intervention strengthens the ability of children and families to cope with school and their environment. By building relationships among children, families, staff, and the community, we build a brighter future for tomorrow. Head Start promotes respectful, sensitive, and proactive approaches to cultural diversity. Child development is supported through nurturing relationships among staff, parents, and children.

Description The mission of the Talbot County Addictions Program (TCAP) is to provide the finest quality, most caring and complete recovery services to adults and families. We aspire to improve the quality of life for our clients and our community by reducing problems associated with drugs and alcohol.

The Talbot County Addictions Program (TCAP) provides care coordination services and peer recovery support to adults and their families who are experiencing problems with alcohol and/or other drugs. TCAP provides screenings and referrals for addiction services, as well as assistance with the Medicaid and Health Choice insurance application process for those who qualify.

Program Service Eligibility Criteria:
Individuals who are seeking resources for problems related to the use of alcohol and/or other drugs.

Services Offered/Provided:

TCAP provides the following services to help individuals achieve their goals:

- Screening and referrals to Substance Use Disorder and Mental Health treatment providers and resources.
Care Coordination services to assist individuals with accessing services following residential levels of treatment and for those who need intensive services.
- Peer Recovery Support to assist individuals with education, the development of recovery plans, help with utilizing self-help programs, connections to local support organizations and access to recovery housing.
- Circuit Problem-Solving Court - Provides monitoring for participants in the Circuit Problem-Solving Court Program. The goal is to provide a therapeutic response to substance use rather than a punitive response.
- STOP Grant – Assessment, treatment, case management, and referrals provide in the Talbot County Detention Center through Connections Community Support Programs, Inc.
- Referrals for women with children are available.
- Interpreter services are available.​

Fees/Charges:
- TCAP will assist those who are uninsured with obtaining Medicaid or Health Choice and assist with treatment referrals as needed.
- Persons with Medicaid and private insurance are being referred to private providers in the community.
- There are no fees for Peer Recovery Support and Care Coordination services for those who qualify.

Narcan Program:
Narcan is a drug that reverses an overdose caused by the use of Opioids, including prescription medications and heroin. Talbot County Health Department (TCHD) provides training for individuals and organizations who are interested in administering this lifesaving drug. TCHD provides trainings the first Tuesday of every month at 5:30PM at the Health Department building at 100 S. Hanson St. in Easton. You will receive the nasal form of Narcan after the training. Description The Judy Center is a partnership between Talbot County Public Schools, community programs, agencies and organizations, as well as private businesses and most importantly families, with the goal of assuring that ALL children enter school with the readiness skills they need to succeed. What happens in the first 5 years of life and the connections that are formed in the brain during that time, have a direct impact on how successful a child will be in school as well as in their adult lives!

The Judy Center is more of a “philosophy” than a place, so our services are located throughout the Easton Elementary School (EES) attendance area. The Judy Center’s Administrative Office is located at EES-Dobson, which also houses our P3 classes, Pre Kindergarten and Kindergarten programs. Choptank Health and Eastern Shore Psychological Services (ESPS) also provide services onsite. In addition Shore Up Head Start and Critchlow Adkins Children’s Center’s “wrap around care” programs are located on the EES campus. Other partners, programs and services are located throughout the Easton community.

The Judy Centers provides high quality, accredited, full day/full year and wrap around childcare services for children 6 weeks through Kindergarten.

Description Webb’s Hope is Neighborhood Service Center’s low-income rental property at 36 West Street in Easton. It was named after a generous donor, Gregory Webb.

The Neighborhood Service Center is fully occupied providing safe and affordable housing for residents who are on fixed incomes and in need of more permanent housing. According to Marilyn Neal, Executive Director of the Neighborhood Service Center, “The new rental property will enable us to put 23 of these people in affordable housing and get them away from ‘couch surfing’ and wondering where they will spend their next night.”

People on the waiting list for this property must have a fixed income of at least $750. Rental units will be income based and offered on a sliding scale starting at $320. The goal is to provide stable housing and enable residents to eventually move toward self-sufficiency and successful lives.

Description Serving Caroline, Talbot, and Dorchester Counties - WIC is a nutrition and supplemental food program for Women, Infants, and Children.
